Under Title VI of the Civil Rights Act of 1964, individuals or organizations who believe they have been denied benefits, excluded from participation, or subject to discrimination on the grounds of race, color, or national origin by a recipient of Federal Transit Administration (FTA) funding can file an administrative complaint with the U.S. Department of Transportation or the FTA’s Office of Civil Rights by completing and submitting the agency’s Title VI Complaint Form. The Transbay Joint Powers Authority investigates complaints received no more than 180 days after the alleged incident. The TJPA will process complaints that are complete. A description of the complaint procedure process can be found here:
